<p><b>2. PROJECT OVERVIEW</b></p>
<p>The Department of Employment, Training and Rehabilitation (DETR) is currently working on a project (SAWS) to transition their 17 year old Employment Services system from in-house to a 3rd-party COTS application hosted in the cloud. The Employment Service programs offer job placement and training opportunities that assist businesses in meeting their employment needs and job seekers in returning to work through the State’s workforce investment system.</p>
<p>Essential State work for the project is being completed via State employees augmented with MSA resources. State project tasks include data conversion, reporting and system interfacing. MSA resources will assist the State in completing code development, preparation of system documentation, and preparation of test case scenarios, and implementation project tasks that are assigned to State resources.</p>
<p><b>3. SCOPE OF WORK</b></p>
<p>Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State. DETR has several projects underway at the same time and as a result the consultant may be interchanged between each project as needed.</p>
<p><b>3.1</b> Assist DETR in analyzing and implementing project requirements and other project content;</p>
<p><b>3.2</b> Assist DETR in implementing federally mandated and State required interfaces and system enhancements;</p>
<p><b>3.3</b> Design and develop data extract programs for converting legacy data into new applications and databases;</p>
<p><b>3.4</b> Identify and document system requirements;</p>
<p><b>3.5</b> Design, code and test program code;</p>
<p><b>3.6</b> Prepare documentation for developed code;</p>
<p><b>3.7</b> Prepare and document system testing and user training materials;</p>
<p><b>3.8</b> Help identify, analyze, develop and verify required technical content and materials for system documentation, project work products, and deliverables;</p>
<p><b>3.9</b> Provide task status information including tasks completed, issues, barriers, upcoming tasks, etc.</p>
<p><b>3.10</b> Log time into time tracking tool;</p>
<p><b>3.11</b> Collaborate with other programming, analysis and project management staff;</p>
<p><b>3.12</b> Attend and assist in documenting information from collaboration sessions between users, technicians, vendors and project management; and</p>
<p><b>3.13</b> Assist project managers and team members as directed.</p>
<p><b>4. DELIVERABLES</b></p>
<p>Consultant must provide the following based on the agreed upon project plan/schedule;</p>
<p><b>4.1</b> Validate program code and associated documentation;</p>
<p><b>4.2</b> Document and verified system documentation;</p>
<p><b>4.3</b> Design, develop, test program code for specific solutions;</p>
<p><b>4.4</b> Document and verified training materials and content;</p>
<p><b>4.5</b> Document and verified system flows and procedures;</p>
<p><b>4.6</b> Document status and time reporting information;</p>
<p><b>4.7</b> Other written project documents and content as assigned;</p>
<p><b>4.8</b> Identify and evaluate alternative approaches for system solutions; and</p>
<p><b>4.9</b> Bi-weekly status reports to include, but not be limited to:</p>
<p><b>4.9.1</b> Overall completion status of the project in terms of the approved project plan and schedule;</p>
<p><b>4.9.2</b> Problems that were encountered and proposed/actual resolutions;</p>

<p><b>Scope of Work</b></p>
<p>The IA Contractor will work in direct coordination with the SDS Track (State and Contractor staff) to provide IA Support Services. All tasks and deliverables will be directed and communicated to the IA Contractor by the SDS Track Manager. The SDS Track Manager will utilize weekly SDS team meetings as well as the Master Project Schedule to prioritize and document assignments. The IA Contractor shall perform the following tasks:</p>
<ul>
<li>Perform all the duties and responsibilities necessary to complete the work.</li>
<li>Identification of risks associated with the area of Integration Architecture and the development of mitigation plans to address those identified risks.</li>
<li>Take day to day direction from the Project’s SDS Track Manager and work with the SDS Team to support all activities related to the Project’s development and maintenance of integration architecture artifacts (and related areas as needed).</li>
<li>Serve as a IA subject matter expert (SME). The IA Contractor shall collaborate across Project Tracks to provide technical support for the Project and its objectives. The IA Contractor will serve as a SME in the field of IA as well as an ERP deployment advisor to the Project Team.</li>
</ul>
<ul>
<li>Assist in any planning and strategy, and execution activities related to the technical aspects of the project. The IA Contractor will work with the Project Team to review, support the production of, and execute any strategic plans or documents developed by each Track as it relates to the technical aspects of the Project as directed by the SDS Track Lead.</li>
</ul>
<ul>
<li>Perform other duties as assigned by the SDS Manager, Project Director, and/or their designee(s).</li>
</ul>
<ul>
<li>Complete transition services including facilitating lessons learned meetings and creating a lessons learned document related to the project, as well as the overall Florida PALM Project. Transition services also include providing all of the documents, software, software licenses, and other Project artifacts to the Project Team as it relates to the project.</li>
</ul>
<ul>
<li>Complete knowledge transfer/training activities to the appropriate identified parties, as determined by the SDS Track Manager or the Contract Manager.</li>
</ul>

</ul>

<p>Contract Position: Provide application maintenance services on the OTIS Enterprise Application Services team, but will require additional <b>Oracle Database</b> application development skills in addition to 2+ years&#8217; experience in <b>Java</b> .</p>
<p>Duration: August 28, 2017 &#8211; July 1, 2018 &#8211; June 30, 2019 (additional 1 year renewal possible)</p>
<p><b>REQUIRED Tasks to be Performed</b></p>
<ul>
<li>Provide maintenance, enhancement and support for a variety of the agency’s business applications.</li>
<li>Generate complex database objects; create/update database packages, procedures and functions</li>
<li>Assisting in the preparation and documentation of program requirements and specifications.</li>
<li>Research and document requirements of program users.</li>
<li>Writing,translating and coding software programs and applications per specifications.</li>
<li>Assisting in the development and maintenance of user manuals and guidelines.</li>
<li>Working with network administrators, systems analysts and software engineers to assist in resolving problems with software products or company software systems.</li>
<li>Providing mentoring and guidance to junior programmers.</li>
</ul>
<p><b>REQUIRED Knowledge, Skills &amp; Abilities (KSAs)</b></p>
<ul>
<li>4+ years’ experience with Oracle PL/SQL</li>
<li>4+ years’ experience generating complex database objects and in creating/updating packages, procedures and function</li>
<li>2+ years’ experience developing Java applications</li>
<li>2+ years’ experience in web development leveraging XML, HTML and CSS</li>
<li>2+ years’ experience with Javascript frameworks, such as AngularJS and NodeJS</li>
<li>Experience with responsive design frameworks, preferably Bootstrap</li>
<li>Experience using code repositories, preferably GitLab or Subversion</li>
<li>Experience using continuous integration tools, preferably Jenkins or Continuum</li>
<li>Knowledge of relational and object-oriented database designs</li>
<li>Knowledge of object-oriented design methodologies</li>
<li>Knowledge of Information Systems Development Methodology (ISDM)</li>
<li>Experience with database query tools (i.e., TOAD, SQL Developer, SQL Navigator)</li>
<li>Knowledge of database security, including role-based security</li>
<li>Knowledge and experience with Unified Modeling Language (UML)</li>
<li>Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems</li>

<li>Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban.</li>
<li>4+ years’ experience leveraging Java Frameworks such as Struts/Tiles, Struts 2, Servlets/JSP, JPA/Hibernate</li>
<li>Experience with Apache Derby RDBMS</li>
<li>Experience maintaining WebLogic Server</li>
<li>Experience developing web services, preferably RESTful web services</li>
<li>Experience with Jasper Reports and Crystal Reports</li>
<li>Experience with environmental regulatory business processes and practices.</li>
<li>Knowledge and understanding of DEP’s technical environment.</li>
</ul>
