1. EXPERIENCE AND SKILLS REQUIRED – listed in order of importance

Consultant must have:

1.1 The capability to perform the functions described in Section 3, Scope of Work ;

1.20 Effective system documentation and related writing skills;

1.21 Ability to communicate design and task issues to technical and non-technical staff;

1.22 Experience with one (1) or more of the following project methodologies including: prototyping, RAD, RUP, Agile, Scrum, waterfall, or Lean;

1.23 Knowledge of IT project best practices;

1.24 Ability to document and annotate program code and code design with appropriate comments;

1.25 Ability to lead and direct other programming/project staff and work directly with end-users in defining and verifying application functionality;

2. PROJECT OVERVIEW

The Department of Employment, Training and Rehabilitation (DETR) is currently working on a project (SAWS) to transition their 17 year old Employment Services system from in-house to a 3rd-party COTS application hosted in the cloud. The Employment Service programs offer job placement and training opportunities that assist businesses in meeting their employment needs and job seekers in returning to work through the State’s workforce investment system.

Essential State work for the project is being completed via State employees augmented with MSA resources. State project tasks include data conversion, reporting and system interfacing. MSA resources will assist the State in completing code development, preparation of system documentation, and preparation of test case scenarios, and implementation project tasks that are assigned to State resources.

3. SCOPE OF WORK

Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State. DETR has several projects underway at the same time and as a result the consultant may be interchanged between each project as needed.

3.1 Assist DETR in analyzing and implementing project requirements and other project content;

3.2 Assist DETR in implementing federally mandated and State required interfaces and system enhancements;

3.3 Design and develop data extract programs for converting legacy data into new applications and databases;

3.4 Identify and document system requirements;

3.5 Design, code and test program code;

3.6 Prepare documentation for developed code;

3.7 Prepare and document system testing and user training materials;

3.8 Help identify, analyze, develop and verify required technical content and materials for system documentation, project work products, and deliverables;

3.9 Provide task status information including tasks completed, issues, barriers, upcoming tasks, etc.

3.10 Log time into time tracking tool;

3.11 Collaborate with other programming, analysis and project management staff;

3.12 Attend and assist in documenting information from collaboration sessions between users, technicians, vendors and project management; and

3.13 Assist project managers and team members as directed.

4. DELIVERABLES

Consultant must provide the following based on the agreed upon project plan/schedule;

4.1 Validate program code and associated documentation;

4.2 Document and verified system documentation;

4.3 Design, develop, test program code for specific solutions;

4.4 Document and verified training materials and content;

4.5 Document and verified system flows and procedures;

4.6 Document status and time reporting information;

4.7 Other written project documents and content as assigned;

4.8 Identify and evaluate alternative approaches for system solutions; and

4.9 Bi-weekly status reports to include, but not be limited to:

4.9.1 Overall completion status of the project in terms of the approved project plan and schedule;

4.9.2 Problems that were encountered and proposed/actual resolutions;

4.9.3 Issues that need to be addressed;

4.9.4 Accomplishments during the period; and

4.9.5 Activities to be accomplished during the next reporting period.

Qualification Requirements for the IA Contractor

Scope of Work

The IA Contractor will work in direct coordination with the SDS Track (State and Contractor staff) to provide IA Support Services. All tasks and deliverables will be directed and communicated to the IA Contractor by the SDS Track Manager. The SDS Track Manager will utilize weekly SDS team meetings as well as the Master Project Schedule to prioritize and document assignments. The IA Contractor shall perform the following tasks:

• Perform all the duties and responsibilities necessary to complete the work.
• Identification of risks associated with the area of Integration Architecture and the development of mitigation plans to address those identified risks.
• Take day to day direction from the Project’s SDS Track Manager and work with the SDS Team to support all activities related to the Project’s development and maintenance of integration architecture artifacts (and related areas as needed).
• Serve as a IA subject matter expert (SME). The IA Contractor shall collaborate across Project Tracks to provide technical support for the Project and its objectives. The IA Contractor will serve as a SME in the field of IA as well as an ERP deployment advisor to the Project Team.

• Assist in any planning and strategy, and execution activities related to the technical aspects of the project. The IA Contractor will work with the Project Team to review, support the production of, and execute any strategic plans or documents developed by each Track as it relates to the technical aspects of the Project as directed by the SDS Track Lead.

• Perform other duties as assigned by the SDS Manager, Project Director, and/or their designee(s).

• Complete transition services including facilitating lessons learned meetings and creating a lessons learned document related to the project, as well as the overall Florida PALM Project. Transition services also include providing all of the documents, software, software licenses, and other Project artifacts to the Project Team as it relates to the project.

• Complete knowledge transfer/training activities to the appropriate identified parties, as determined by the SDS Track Manager or the Contract Manager.

• Other Project support which includes :

• Support updates to Project Reporting;

• Review and refinement of Project materials created by the Project Team to ensure project material and messaging consistency including document templates;

• Coordination with the PMO, BPS, and OCM tracks to develop new/update templates for Track and Project use;

• Facilitation of meetings, promote teamwork and collaboration and provide training as needed;

• Support of SDS risk and issue tracking, mitigation, and escalation processes and tools for the

Project Team;

• Support change management communication activities; and

• Researching, collecting, evaluating and refining data and or tools necessary to meet project
